Canadian companies occupy an interesting position in this evolving landscape. Our proximity to U.S. markets provides advantages, but also creates vulnerability to American regulatory decisions. The federal government’s $2.4 billion AI strategy announced last quarter aims to carve out niches in responsible AI development and applications for natural resource industries.
Toronto-based Vector Institute researcher Maya Johnson believes Canada could play a crucial bridging role. “We have the research talent and ethical frameworks to help build consensus between competing AI governance approaches,” she told me. “But we need to move beyond pilot projects to scaled implementation.”
The geopolitical implications extend beyond economic competition. Military applications of AI are advancing rapidly, with autonomous systems and intelligence processing capabilities reshaping defense postures. Perhaps the most reasonable forecast is that by 2027, we won’t see a single dominant AI power but rather an ecosystem of specialized capabilities with varying governance models. The question isn’t whether the U.S. or China will “win” the AI race, but whether we can establish enough common standards to prevent technological fragmentation that undermines global cooperation on pressing challenges.
As Wu from Brookings puts it: “The countries that succeed won’t necessarily be those with the most advanced models, but those that integrate AI responsibly into their economies while maintaining social cohesion.”
