Canada AI Minister Appointment: Evan Solomon Named First Minister

The appointment of a former journalist to spearhead Canada’s artificial intelligence strategy marks a turning point in how Ottawa plans to approach the rapidly evolving technology landscape.

Prime Minister Justin Trudeau named Evan Solomon as Canada’s first-ever Minister of Artificial Intelligence on Wednesday, signaling the government’s recognition that AI requires dedicated federal oversight. Solomon, who previously hosted CTV’s “Question Period” and various radio programs before moving to the private sector in 2022, brings media experience rather than a technical background to the role.

“AI is transforming how we live and work at unprecedented speed,” Trudeau said during the announcement at Rideau Hall. “Having a dedicated minister ensures Canada maintains our competitive edge while protecting Canadians’ interests as this technology reshapes our economy.”

The creation of this portfolio comes as governments worldwide grapple with regulating AI development. Canada’s approach appears focused on balancing innovation with safeguards, though specifics remain thin on what regulatory framework Solomon will champion.

Peter Loewen, director of the Munk School of Global Affairs and Public Policy, sees the appointment as politically strategic but potentially substantive. “Solomon understands how to communicate complex issues to the public, which will be crucial as AI becomes more integrated into everyday life,” he told me when reached by phone. “The question is whether he can translate that skill into effective policy development.”

Industry stakeholders have expressed cautious optimism. The Council of Canadian Innovators welcomed the dedicated focus but urged concrete action. “We’ve been asking for clarity on AI governance for years,” said Ben Bergen, the council’s president. “Now we need to see if this new ministry has actual authority or if it’s window dressing before an election.”

Solomon’s appointment raises interesting questions about qualifications for overseeing emerging technologies. While he lacks technical credentials in artificial intelligence, his background reporting on policy and politics may prove valuable in navigating the complex stakeholder landscape.

During his media career, Solomon built a reputation for pointed questioning of politicians. Now, he faces questions himself about how Canada will position itself as both AI innovator and responsible regulator.

The new minister inherits several initiatives already in motion. The Artificial Intelligence and Data Act, introduced as part of Bill C-27, represents Canada’s first comprehensive attempt to regulate high-impact AI systems. Statistics Canada data shows the AI sector contributed approximately $17 billion to the Canadian economy last year, with projections suggesting that figure could triple by 2030.

“We’re at a crossroads with this technology,” Solomon said after being sworn in. “My job is ensuring Canada leads in responsible AI innovation while protecting privacy, security and fundamental rights.”

Industry observers note Solomon will need to quickly establish credibility with both the tech community and the general public. Recent polling by Abacus Data found 68% of Canadians express concern about AI’s potential impact on employment, while 73% worry about privacy implications.

Provincial governments have taken varied approaches to AI governance. Quebec implemented specific AI provisions in its privacy legislation last year, while Ontario launched an AI commercialization accelerator program. Solomon’s federal role will require navigating these different provincial priorities.

“The federal government’s approach needs to avoid stifling innovation while preventing harmful applications,” said Teresa Scassa, Canada Research Chair in Information Law at the University of Ottawa. “Finding that balance requires deep engagement with diverse stakeholders.”

Critics from opposition parties questioned the timing of creating a new ministry with a federal election expected within a year. Conservative innovation critic Rick Perkins called it “a desperate attempt to appear forward-thinking after years of inaction on digital policy.”

Solomon’s mandate letter outlines priorities including implementation of the AI and Data Act, developing a national AI strategy, and establishing an AI Safety Institute similar to those in the UK and US.
